I was gonna buy a new one for them, but after inspecting it, I found the rubber slightly burnt and one tenant told me that they have got electric shock. I believe they have put too much washing load onto the machine, which causes the motor pulls too much electric (this is why they got electric shock) and causes the motor to overheat (this is why the rubber that touches the drum to burn). They have also seemed to try to save eletricity bill so much, until the house seems dark all the time.
I'm first time buy to let landlord. your input is appreciated. Many Thanks.
