mould , possibly through poor ventilation, how to cure it???????

I have a purposse built ground floor flat (about 20 years old) with double glazing on a main road.

Our tenant who has been in for two months is complaining of mould growing, particularly above the windows.

I have not seen it yet, but think it may be due to not having the doors / windows open enough and may be even drying clothes in side the flat with heat on.

Has anyone had similar problems?

Is so any long term solutions?

Or any other ideas as to a cause?
