I would like to register a deposit which I have kept in my possession for over two years, The local Authority indicated that i am in breach and could be fined up to three times the amount (Deposit is £600)

If I register it now, is that illegal?

I have given notice to the Tenant but the Authority say that it is neither legal or correct.

I have issued a section 21 giving her 2 months notice.
