Long Leaseholder sublet to druggy

I am a freeholder and one of my long leaseholders have a shorthold tenant in place who seems to be a druggee, other tenants are being affected by hassle from visiting drug takers, such occupants and acitvities are also in breach of the lease. What steps and legal action do i need to follow with long leaseholder, what timescales are involed??
