Early repayment request DPS

The lead tenant has requested repayment of his deposit except that he misunderstood the proceedure and isn't due to quit untill the the eighth of October. This is a genuine misunderstanding on his part. He dosen't expect me to release the deposit before they move out but thought he had to begin the process when he gave notice. As there dosen't seem to be any way to explain the situation to DPS I am assuming that we have no option but to ignore the email request and reminders from DPS untill the due date. Will this cause problems.

Any advise would be appreciated.
