DPS and the "arbitration service"

I should like to know if anyone else has had bad experience with the "arbitration Service" OF THE DPS RESULTING IN NOT BEING ABLE TO CLAIM FROM THE DEPOSIT TO COVER DAMAGE - MOST OF WHICH WAS WILLFULL DAMAGE AND THE CLEAN UP AND REMOVAL OF DIRT AND GRIME, LEFT BY THE TENANTS.
HAS ANYONE BEEN SUCCESSFUL IN FINDING OUT WHO PRECISLY CARRIED OUT THE "ARBITRATION"
DPS CLAIM THEY USE THE ADR SERVICE -- BUT I RECIEVED AN E-MAIL TO SAY THE INDIVIDUAL WAS NOT OF THE ADR TEAM.
