Holding tenants deposit

Hi,

My tenants are leaving and I wish to withold the deposit until I am certain that they have paid all the bills. Can you please advise on how long can I hold their deposit. I am assuming it is 2 weeks maximum after the last date of tenancy. Is this correct?
