Property inspection

Good morning,

Please could you advise me if we are entitled to enter a property with our own keys, to do an inspection.
We will hand deliver a letter giving notice that we wish to do so stating a date and time.

We have allready writtern to them a few time befor asking them to contact us to arrange a convenient time to do an inspection.But they have just ignored the letters.

This same tenant has a frount garden full of rubbish,which neighbours have been complaining about, can we as landlords get in trouble with the council about this.
