If a deposit is not submitted within the first 14 days of receiving it what will happen?

Can a landlord submit it anytime as long as the tenant isn't aware it hasn't been submitted?

Also, if a tenant realises the deposit hasn't been submitted but has no intention of moving out can they report it at anytime? or just when they want to move out?
