Deposits less than 600.00

The RLA says avoid deposits of less than 600.00 - why is this.
Also if I take 300.00 per student for a five bedroom house is it better to lodge 5 x 300.00 or lump sum of 1500.00 with one of the schemes. Any advice would be appreciated.
