Joint A.S.T. but 1 tenant has failed to sign the Tenancy Agreement

What happens in this case a joint tenancy but one of the tenants has failed to sign the agreement he was away at the time and was going to sign up a.s.a.p, a section 21 was also issued in joint names at the beginning of the tenancy and again only one of the tenants has signed it. There are now arrears on the account and want to know where I stand with this.
