I have only read a summary in RPI magazine. But it did not say what her qualifications for doing the report were or who paid for it.
I cannot see how a licensing scheme that took two minutes on the internet and costs £50 can 'take the clueless and criminal out of the private rented sector.'
In fact I would guess most landlords have committed some criminal offence if you count a gas cert being a few days late because the tenant wont stay in for the inspection, or putting a new bulb in a kitchen light, or not having a stupid energy certificate because they foolishly used the RLA reccommended people!
