I HAVE REPLIED TO THE EFFECT THAT THE COUNCIL SHOULD PAY. THEY MAY SAY IT IS A CONTRIVED TENANCY. YOU THEN NEED TO APPEAL TO A TRIBUNAL. THE CENTRAL ISSUE IS WILL YOU EVICT THE TENANT IF SHE DOES NOT PAY.
