I have an apartment which is in a stairwell of 12 apartments. There were some bad tenants in one and they marked the walls of the stairwell and some mailboxes were broken into, the stairwell looks a mess and puts potential tenants off even though my apartment is pristine.

The managment company said it doesn't need to redecorate for two years (five year cycle) and the mailboxes are the owners responsibility. They have also put up their costs again this year and they never seem to do much.

Can I do the decorating myself and charge them ? Withhold payment of fees until they act ? Is there an ombudsman that I can appeal to ?
