housing standards

Hi.
we are about to purchase 300 tenement flats situated over 6 connecting streets. the new housing regulations for 2009 for new flats and 2013 for existing flats state that we have to supply a washing machine and dryer or communal facilities. it is possible for us to open up a new launderette business for our tenants at the end of the block. is there any distance from the flat restrictions and any other information you could give me with regards to these regulations would be helpful.
