Not paying top-up to HB

I have tenants who have a joint tenancy and claim HB as individuals, and the HB is paid directly to me, but there is a shortfall of £12.70 per week. Since Feb 09 when the new tenancy started, they have paid £15 top up in total on 26th March. Can I issue a S8 even though it is not the full amount of rent in arrears? Their tenancy ends on 13th Aug 09. Do I need to wait until June before I do anything?
