Whom advises the tenant & interested parties if deposit is not being returned?

A tenant on housing benefit moves into a property on a 1 year AST and the council pay the deposit.
The deposit is then registered with a government approved DPS with the tenants details and the Council listed as an interested party.
6 months into the let the tenant asks to terminate the lease which is agreed to and the tenant moves out. The tenant leaves owing 1 months rent and has caused damage to the property.
The landlord notifies the DPS that the deposit will not be refunded and the reasons why.
The DPS state on the website that they will notify the tenant and any interested parties.

Is it still the landlords responsibility to notify the tenant and Council as well?
