2 separate issues to paying council tax bills. has anyone any comment or suggestions

1. I bought an empty property last year, that had been empty for 6 months and 2 days. Gloucester city council said that I was responsible to pay council tax from the day that I bought it even though it was empty as they only allow 6 months empty property exemption in any 1 period, regardless of ownership.

2. I am liable to pay council tax for a 1 bed property with 1 tenant. Herefordshire Council say that they will only offer the Single Person Discount if the tenant pays the Bill.
