Question on Notice 8

Just need to check on the issuing of a Section 8. Tenancy was joint, one tenant has left and handed in her key, the other is still in the property.

I am issuing a Section 8, I assume that because it's a joint tenancy I need to issue the notice naming both, even though one has gone but just need to confirm.
