Using deposit as last months rent

My tenant is refusing to pay the last installment of his rent, he says he is using the deposit for it and that as I have breached the agreement there is nothing I can do about it, I have written to ask him how he feels I have breached the agreement, he breached it by installing a woodburning stove without HETAs regs or my permission and by paying his rent late virtually every month, What can I do about this please. They will be leaving on the 17th August
