Recovery of Deposits from Prior landlord

I have just taken over 4 properties from a previous landlord. Three of the properties are with sitting tenants.

The tanants have paid him a deposit two of them direct and one through a letting agent to the previous landlord.

I need to have these deposits transferred to me as the new landlord.

I do not know where these deposits are and suspect they may not even be in a scheme.

What can I do/advise the tenants to do to recover the deposits.

At the moment the previous landlord is not cooperating.
