Water Rates - Landlord responsible??

after months of struggling to get of a tenant, she has finally been removed yesterday; i rang the utlities and Gas/Elec were fine; BUT united utilities tell me tenant owes £370 in water rates and as Landlord I am responsible to pay this!!! cheap shot i think and easy target?? they say they have sent 13 reminders to my name but the tenant says no letters were recieved in my name at all. The letting agents Faxed tenant details to UU in Oct-05 when she moved in but they deny recieving it and hence tenant has had no bill!

Is is true that Landlord is responsible for Water rates (I know gas/elec is nothing to do with me) or is the debt-recovery trying their luck and telling me they will issue a CCJ if i don't pay?

I have been asked to fax tenancy agreements to prove there was a tenant there...what a silly process to rely on FAXed data.
