Could someone please offer advice on how to treat the request from my tenant wishing to own a dog in a first floor 2 bed flat. The tenant is at work all day and though I do not want to prevent her from owning the dog, I wish to cover all the bases with ownership of the animal. I have considered damage and annoyance to neighbours.

Does anyone have anything to add...
