Charging a higher Rate on Electricty

I have Shop unit Self contained,along with Self contained Flat above,I have had to sub meter the Electric supplies via a Card Meter(very good really) which is programable on the unit, I resell on the Cards etc,
My question is: 1. Can I charge more than the going rate, or not, and bare in mind I get charged a standing amount and 2. can this be built in to pass on the cost to the Tennant!.
