Can i issue section 8

I am a landlord and my tenant who started a 6 month Assuered Shorthold tenancy with me in 2004 has become aggressive to neighbours, has not paid me rent for the last 2 months of this year, has been reported to police for harrassment by the neighbours, has been reported to environmental health by the neighbours of the street. I have issued him a section 21 today, however, since joining as a member i want to see if i can issue a section 8 to my tenant today or do i have to wait until the 2month notice of section 21 expires?
