DSS informs me tenant has left

I have a section 21 running up to 20/11/10. The tenant has taken a social house from the council on 10/10/10, but keeps stalling for time saying she will hand keys back "tommorrow". Since the council have told me they are not paying me anymore, as tenant has one of their properties, am I able to just enter the property and start preparing it to let again. I can not see how a tenant can claim to have an active AST with me and social accommodation at the same time.
