Tenancy Types and Management

I have a tenant who is in arrears whith his tenancy, however his arrears do not mount up to 2 full months of arrears as the council pays some of his rent, his tenancy started in MArch 06 and he has been in arrears since month 2. HE has a 12 month tenancy

My question is can i start eviction proceedings against him now and what section do i use as he isn't technically 8 weeks in arrears as the council always pay a portion of his rent.
