transfer of regulated tenancy to daughter

My regulated tenant has now gone into long term nursing care. Her daughter claims that as she has always lived at the premises with her mother, she wishes to continue living at the property and wants the tenancy to be transferred into her name.

I have no knowledge of the daughter living at the premises with her mother. I have always applied for the registration of fair rent with the mother as the only occupier at the premises.

What's my legal position? Do I have to transfer the tenancy in the daughter's name? If so what sort of tenancy, its duration and what weekly rent do I have to do it?
