You can remind the named tenants that this behaviour put you as a landlord in breach of a HMO licence condition re occupancy and if you get fined they will be liable to pay your fine due to their breach., You could try eviction via s8 ground 12.
You will not be able to set the thermostat yourself as HMO rules require the tenant to be able to set their own temperature
