Tenant won't give permission to enter property

After giving several 24h notices to a tenant to enter the property to inspect the condition, the client seems to always come up with a reason not to be at the property to let me in. In essence, they are not giving me permission to enter the property despite the notices. What can I do? Can I let myself in?
