Advice with next move after section 21 for council

I have a tenant who was issued a section 21 on the 2nd September 2006. I realise this was ages ago but time has shot by and i have been waiting on the dam council to re-house her.

She does actually want to come out and has been trying to get the coucil to re-house her since September. The council have now told her they won't move her until i take the next step. They have said they will pay her costs but not mone.

My question is:
What step do i take next ?
Does / has the section 21 expired ?

Can i take any court costs out of the bond held from the tenant ?

Any advice really appreciated
