increasing rent

Tenants have been in the property for just over 2 years original tenancy was for one year(now a periodic)I have agreed with the tenants that the rent should be reassessed and a new tenancy agreement signed

I would be grateful if you would advise on the best way of going about this as they will not be moving out of the property

a)If they have already been issued with a section 21 notice at the beginning of their current tenancy

b)If they have not already been issued with a section 21 notice
