What next after section 21 ??

We issued our tenant with a section 21 and straight away he started looking for somewhere else to live, that is until he went to the council than it stopped . Someone from the council has since told us they would advise him to stay til the end (which we think means the bitterend, forced eviction).
What do we do when the notice runs out, how much longer will we have to put up with him ???
Please help !!!!!
