section 21 issue

If we have tenant where we issue a section 21 at the begining of the tenancy.

and we do not want to action that s21. Has the tenant the legal right to leave at the end of the tenancy without giving notice. if within the tenancy we have insist on one months notice even to end the 6 month contract

Is there a way round this. We serve a s21 at the begining of the tenancy then there is no issue as to wether we issued it correctly but we would only want to use it in the event of having to evict a tenant ie non payment
