Housing benefit and tenant - guarantor?

A former tenant of mine moved out 6 months ago. My property has become vacant again and she wants to move back in. Previously she was with me for 2 years and a v good tenant. She was on a low income and had a guarantor but never missed her rent.
Her circumstances have changed and she is now on benefits - does she need a guarantor again? Can payments be made direct from benefits office to me? Not going to go through an agency - we'll just sort ourselves.

Any advice would be great.
