We have taken over the management of some residential properties, two of which share a single water supply. Our view is that we need to therefore, pay the bill as landlords and reclaim from the tenants by way of apportioning the bill. We were going to do this on the size of each of the units which could be 80:20.

1. One of the tenants states they are within there rights not to pay any bill unless the supply is split and a bill from the supplier is sent just for her property. is this correct?

2. If we are to apportion the bill, would size of the units be a fair way of dealing with this?
