Changing from lodgers to tenants

We are shortly moving out of our main home to re-locate to another part of the UK. Currently we have three lodgers in the house. When we move out, we are expecting that the lodgers' status will need to change to that of tenants. The current lodgers all prefer the 'bills-included' position of their lodgings.

I would like to know exactly what we need to do to respond in the correct legal and administrative way to this change of status.
