..damp in my underfloor wooden joists?

Absolutely no damp under the floorboards in 2008 (electricians uner there sorting the wiring etc), but recent electrical problems appeared, so same installer called out and he noticed all the wiring near the wall was damp/wet. On further inspection I see the joists are wet through?
Have a few feelers out for damp experts to check, but think this may have been caused by the cavity wall insulation.
Can you point me in the right direction to explore this possibilty etc?
