I have just read in the Guardian that the Government will change the law so I could be fined for not insulating my flats.
Technically it is very difficult when there are sloping ceilings or inaccessible loft spaces in attic flats and none of the normal grant aided schemes cover such problems. They only do the easy ones with good access. I have covered four ceilings with thermaline boards but not only was it not covered by grants but I had to pay VAT on the work and the improvement does not show on the energy report.
I hope the RLA will sort out this kind of detail if we get any new laws.
