I have a question regarding my own property that I rent.

I have been here for 4 years and the place could really do with a lick of paint the walls are getting dark and there are marks above radiators caused by the heat. I asked the managing agent if the landlord will redecorate and they came back saying no.

does the landlord have any obligation to redecorate after a certain period of time?
