A persons right to be housed by a local council

Hi,

A friend has approached me to help him be re housed. I have no properties free but as he is now homeless I would like to help.

Briefly:-

1. He, his wife and 2 children have been made homeless as the house they rented was repossessed from the landlord.

2. His wife and kids managed to get temporary beds (separately) with friends but he has no where to stay.

3. The local council have told him that they cannot help because he has a job (low paid).

4. He is now homeless.

Does he have a right to housing ?
