Absent freeholder

I own the ground floor flat of a converted house. The only other flat in the property is on the first floor. I would like to find out who the freeholder is, and my conveyancer at the time said the freeholder is not traceable. Can you advise on whether I can obtain the freehold somehow, and if so, how I would go about doing it.
