Tenant changed locks before bailiff visit

I have recently received a warrant of possession from the County Court and booked an appointment with the court bailiff to execute the warrant. Unfortunately the tenant had changed the locks prior to the bailiff visit and so we could not enter the property.

I do not know if the tenant is still at the property and I have already paid one bailiff bill for the wasted visit. Does anyone know what the next step of action should be and whether or not I am obliged to pay another bailiff fee?
