Who is Liable for Council Tax

Hi,
If a Tenant leaves a property prior to the end of a tenancy, having been told that they are liable until the end of the tenancy (You cannot physically make someone stay) and advises the council as such, who is liable for council tax during this 'empty but tenanted' period?
