5 people in 1bed flat .is that breaking tenacy agreement

My wife and I recently rented my 1 bed flat out to a Lithuanian guy and his adult son. Two weeks later he moved his wife and two younger children into the flat for a "holiday" from home. So there are now 5 people living in 1 bed, indefinately.

The man below has complained serveral times beacuse of the additional noise, espcially since the kids are cooped up all day. We've tried to resolve this, unfortunately our tennant doesn't speak much English, so communication has been hard.

Although our tennancy agreement doesn't state the amount of people permitted to live in the flat, we feel that this is overuse of the space. Are they breeching any reasonable use or health and safety regulations? Can we or should we do anything?
