Has anyone rented to a council?

I am just getting rid of my first, problem tenant and have heard about a friend of a friend who has done a deal with their local council to rent to them, for council tenants. Apparently the council pays the rent, so it is guaranteed. It sounds almost too good to be true! Has anyone gone down this road and would you recommend it???
