Property let as single household being used as HMO

I have today 11/10/10 received a letter from the local council Housing Enforcement & Environmental Protection Unit, that they have visited a two bedroom property which I have let to two individuals on a joint tenancy, and they have found it to be occupied by 6 persons in 4 households.

They state that should the occupation of the property continue as is, then I maybe obliged to apply for a license. Failure to do so may result in a fine of up to £20000.00.

Please advise on the course of action I should take.
