nuisance previous freeholders (the local authority)

i have bought the freehold of a property but the previous owner's (the local authority) scaffolding is still erect- i cant remove it because it is alarmed, i have tried many times in letters, faxes, emails, and telephone conversations to get this removed. they promise to do something about this, but nothing. i have recently sent them a letter telling them that i am charging them £80 per week for the inconvenience! however i fear to no effect!

what can i realisticaly do in this situation?
