Complaint about fleas in bedding

A tenant has complained about fleas in her bedding. The property has been rented for two years to the same tenants and she is the only one to have experienced such problems. This tenant recently moved in as a replacement for a tenant who left and all occupiers are joint tenants.

As this problem has arisen two years after the tenancy agreement I really don't think that this that it is the Landlord's responsibility and is more of a housekeeping issue. The tenant thinks otherwise and wants to call in the council pest control dept which I don't have a problem with as long as she understands that she is liable for any costs involved.

I would be interested to know whether my view is correct. Any advice would be appreciated.
