Has anyone received a Landlords License

We applied for and paid for a Landlords License, one November 2009 and one January 2010 we were told the license would not be considered without payment when applying? First one was £475, second one was £395.00 and we haven't received either of them. I rang the Manchester Council on various ocassions one person said we should not have sent any payment? Another said the cheques would not be cashed but they have? Has anyone received a license. R&T
